On 23 September, Ashgabat hosted a regular meeting of the Halk Maslahaty [People’s Council] of Turkmenistan, chaired by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, the State News Agency TDH reports.
The meeting of the country’s highest representative body was attended by members of the Government, deputies of the Mejlis, heads of ministries and sectoral agencies, representatives of political parties, public organizations, and media outlets, as well as governors of provinces, districts, and cities, members of local halk maslahaty, honored elders, respected mothers, and members of the public.
Keynote addresses were delivered by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, and President of Turkmenistan Serdar Berdimuhamedov.
During the session, the President signed resolutions approving a series of state programs, strategies, and plans.
In particular, the National Strategy for Industrial Development of Turkmenistan for 2030–2045 was approved, establishing long-term guidelines for industrial development and economic diversification.
The meeting adopted the National Concept “International Law and the Neutrality of Turkmenistan,” aimed at the further development of the legal framework governing Turkmenistan’s neutrality and its international activities.
In the realm of youth policy, the State Program on State Youth Policy in Turkmenistan for the Period up to 2031 and its accompanying implementation roadmap were approved. The documents provide for the continued creation of conditions to enhance youth participation in the socio-economic, political, and cultural life of the country.
Furthermore, the National Human Rights Action Plan of Turkmenistan for 2026–2030 was approved. It outlines measures for the further advancement of the national framework guaranteeing and protecting human rights and freedoms, alongside cooperation with the United Nations and other international organizations under Turkmenistan’s international commitments.
A dedicated segment of the meeting featured a state awards ceremony honoring members of the older generation and mothers. Distinguished elders from all provinces, as well as from the cities of Ashgabat and Arkadag, were conferred the title of “Hormatly il ýaşulusy” (“Honored Elder of the People”).
The President also presented the “Zenan kalby” (“Soul of Woman”) order to mothers and female citizens who have contributed significantly to the patriotic, spiritual, and moral upbringing of the youth.
Additionally, decrees were signed on conferring awards to other citizens for their outstanding labor achievements. Heads of relevant sectors were instructed to organize the respective presentation ceremonies.
During the meeting, it was also announced that a commemorative medal had been established for defenders of the Motherland participating in the festive military parade marking the 35th anniversary of Turkmenistan’s independence. /// nCa, 24 September 2026
