Transport security, high technologies, innovation, digitalization and mutual trade were among the key issues addressed at the 111th meeting of the CIS Economic Council, held in Ashgabat on 11 September. The meeting resulted in the approval of a number of programmes and concepts aimed at strengthening practical economic cooperation among the CIS member states.
The meeting was chaired by Hojamyrat Geldimyradov, Deputy Prime Minister of Turkmenistan and Chairman of the CIS Economic Council.

Agenda and decisions
In a restricted-format meeting, the heads of delegation exchanged views on current issues of economic cooperation within the CIS, as well as on documents submitted to the Council.
Transport
The Economic Council approved an action plan for implementing the CIS Strategy for Ensuring Transport Security during International Transport Operations for 2026–2030.
It also adopted an action plan to implement the Concept for Harmonizing National Air Traffic Management Systems of the CIS member states. The plan is expected to improve the safety, regularity and cost-efficiency of civil aviation operations, as well as the quality of air traffic management services.
Standardization
The meeting reviewed a report on the activities of the Interstate Council for Standardization, Metrology and Certification for 2023–2026. The Council coordinates the implementation of decisions adopted by the CIS’s highest bodies in the areas of technical regulation, standardization, metrology, conformity assessment and accreditation.
High technologies
The Economic Council approved a Concept for developing cooperation in the production of advanced materials for high-tech industries, together with an action plan for its implementation.
The Concept focuses on expanding cooperation in such areas as technology transfer, the commercialization and practical application of research results, the development of regulatory and technical standards, and the training of highly qualified specialists in materials science and materials technologies.
Agriculture
A report on the activities of the CIS Intergovernmental Council on Agro-Industrial Issues for 2023–2025 was presented. During the reporting period, the Council addressed a broad range of issues related to agriculture, including food security and the expansion of mutual trade in agricultural products.
Digitalization of the forestry industry
The meeting approved a Concept for the digital transformation of the forestry sector and an action plan for its implementation. The Concept provides for further cooperation in the informatization and automation of the forestry industry, as well as the development and use of digital platforms across the sector.
Innovation
The Council approved a comprehensive action plan for 2026–2030 to implement the Interstate Programme of Innovation Cooperation of the CIS Member States through 2030. The plan focuses on developing human capital, promoting balanced spatial development and the integrated development of territories, while strengthening the competitiveness of the economies of CIS member states.
Mutual trade
The Economic Council reviewed information on barriers to mutual trade among CIS countries, along with recommendations for removing them.
Radio navigation
The meeting considered draft guidelines for the development of radio navigation in the CIS member states through 2030. The proposed measures are designed to improve radio-navigation services through the introduction of modern technologies and coordinated technical policies.
Innovative entrepreneurship
The Business Development Platform was granted the status of a technological platform under the Interstate Programme of Innovation Cooperation of the CIS Member States through 2030, within the programme’s “Innovative Entrepreneurship Development Platform” area.
The platform is intended to build long-term partnerships with development institutions, technology parks, leading universities and government authorities, bringing together research, education and the real sector of the economy.
Healthcare
The meeting agreed on a draft set of joint measures for the prevention and control of brucellosis through 2032. The measures are aimed at reducing the economic damage caused by the disease and preventing its introduction and spread across the territories of CIS member states.
Several organizations were also granted the status of CIS basic organizations in specific areas of healthcare.
In transfusiology, the status was granted to the Republican Scientific and Practical Centre for Transfusiology and Medical Biotechnology of Belarus.
In continuing professional medical education, it was granted to the Russian Medical Academy of Continuing Professional Education.
In medical rehabilitation and spa and resort treatment, the status was granted to the National Medical Research Center for Rehabilitation and Balneology of Russia.
In methodological and organizational-technical support for digital development, the status was granted to the Center for Scientific and Technical and Marketing Research of Uzbekistan.
Of the documents considered at the 111th meeting of the Economic Council, 12 will subsequently be submitted to the CIS Council of Heads of Government.
The next meeting of the Economic Council is scheduled to take place in Moscow on 27 November 2026.///nCa, 12 September 2026
