On 19 December 2025, during his working visit to Japan, President of Turkmenistan Serdar Berdimuhamedov held a series of high-level meetings with:
- Emperor of Japan Naruhito;
- Speaker of the House of Representatives of the Japanese Parliament Fukuishiro Nukaga;
- Chairman of the Japan-Turkmenistan Inter-Parliamentary Friendship Group Endo Toshiaki.
The discussions primarily focused on strengthening economic, inter-parliamentary, and humanitarian cooperation between the two nations.
Emperor Naruhito congratulated President Berdimuhamedov on the successful hosting of the International Forum dedicated to the International Year of Peace and Trust, the 30th anniversary of Turkmenistan’s permanent neutrality, and International Neutrality Day.
Taking the opportunity, President Berdimuhamedov extended congratulations to Emperor Naruhito on the successful conclusion of the World Exposition “EXPO-2025” in Osaka.
The Turkmenistan President highlighted Japan as a global leader in advanced technologies and high-tech industrial production. With its vast natural resources, Turkmenistan prioritizes Japanese technological solutions and expertise for their efficient and sustainable development, he noted.
Turkmenistan places great importance on environmental sustainability and is particularly interested in Japanese innovations in areas such as renewable energy, water resource management, and environment-friendly technologies.
Reaffirming Turkmenistan’s commitment to deepening cooperation with Japan, President Berdimuhamedov thanked Emperor Naruhito for his personal contributions to advancing bilateral relations.
During the meeting with Speaker Fukuishiro Nukaga, the parties emphasized the importance of enhancing inter-parliamentary ties.
Nukaga underscored Turkmenistan’s role as a key strategic partner for Japan in Central Asia, expressing confidence that the visit would provide fresh momentum to bilateral relations. The active work of friendship groups between Turkmenistan’s Mejlis (Parliament) and the Japanese Parliament was highly praised for facilitating exchanges in legislative practices and humanitarian fields.
The sides expressed optimism about further expanding Turkmen-Japanese parliamentary cooperation.
The theme of inter-parliamentary dialogue continued in the meeting with Chairman of the Japan-Turkmenistan Inter-Parliamentary Friendship Group Endo Toshiaki.
The parties noted with satisfaction that consistent political dialogue has elevated bilateral relations to a new level, and affirmed that the current visit would mark an important step in strengthening ties.
Endo Toshiaki praised the contributions of the National Leader of the Turkmen people to bilateral partnership, fondly recalled his April meeting with the President, highlighted the popularity of Turkmenistan’s pavilion at EXPO-2025, and congratulated on the 30th anniversary of the country’s permanent neutrality.
President Serdar Berdimuhamedov stressed that Turkmen-Japanese relations are built on principles of mutual respect, equality, and mutual benefit, with parliamentary diplomacy playing a pivotal role.
The active engagement of inter-parliamentary friendship groups was highlighted, alongside the importance of economic partnerships involving Japanese companies and cultural-humanitarian collaboration in healthcare, education, and culture.
Turkmenistan advocates for parliamentary diplomacy as a key tool for promoting peace, cooperation, and mutual understanding. In this context, emphasis was placed on the 2022 initiative—proposed during a prior visit—to host a Parliamentary Forum of Central Asian Countries and Japan in Ashgabat.
Endo Toshiaki noted that parliamentary interactions provide a solid legal and political foundation for deepening multifaceted dialogue, sharing legislative expertise, implementing economic and humanitarian projects, and coordinating efforts on the international stage.
