The two-day International Conference “Development of Construction, Industrial, Chemical and Energy Sectors of Turkmenistan” (CIET 2025) has kicked off in the Awaza National Tourist Zone on the Turkmen coast of the Caspian Sea.
Deputy Chairman of the Cabinet of Ministers of Turkmenistan B. Annamammedov, speaking at the conference’s plenary session, highlighted the priority areas of the state strategy for industrialization and economic diversification. The main focus is on utilizing local raw materials, enhancing product competitiveness, and establishing new production complexes.
In 2024, Turkmenistan commissioned several key facilities. These include the second phases of the Lebap and Baherden cement plants, each with a capacity of 1 million tons of cement per year. The Baherden ceramic enterprise in Akhal province was inaugurated (producing 3.3 million m² of ceramic and decorative tiles and 120,000 units of sanitary ware annually), a mineral fertilizer complex at the S.A. Niyazov Chemical Plant in Turkmenabat, and a glass plant with a capacity of 100 tons of glass products per day in the industrial complex north of Ashgabat. These enterprises promote import substitution and bolster the country’s economic potential.
The energy sector remains a strategic priority. The Ministry of Energy ensures reliable electricity supply to domestic consumers, diversifies exports, and develops new facilities. A ring energy network has been established along the routes Mary–Akhal, Akhal–Balkan, and Balkan–Dashoguz.
The first phase of the Turkmenistan–Afghanistan–Pakistan power transmission line has been fully implemented, with the second phase progressing successfully. Special attention is given to renewable sources: construction of a multifunctional solar-wind power plant in Balkan province is nearing completion.
In 2025, more than 40 billion manats in investments are planned for the construction and industrial sectors, including over 26 billion for industrial and infrastructure projects and 13 billion for cultural and social infrastructure. Recently, the foundation was laid for a 207-km section of the Turkmenbashi–Garabogaz highway, a drinking water treatment plant with a capacity of 20,000 m³ per day was commissioned in Esenguly district of Balkan province, and an automobile bridge over the Garabogazgol Bay was opened. A groundbreaking ceremony was held for the urea production complex with a capacity of 1.155 million tons per year in Turkmenbashi district.
International cooperation plays a pivotal role in the “Open Doors” policy. The mineral fertilizer complex in Turkmenabat is being built by South Korean company ‘Daewoo’, while the combined-cycle power plant in Balkan province is being constructed by Turkish ‘Çalık Enerji’. All projects strictly adhere to environmental, innovative, and seismological standards.

The construction of the first phase of Arkadag City was highlighted as a landmark event. The city blends national architectural traditions with global urban planning standards and has received relevant certifications.
