On 2 September, in honor of the start of the new academic year, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov, held a traditional general lesson for university and school students at the Ruhyet Palace in Arkadag City.
In his address, the National Leader of the Turkmen people provided guidance to the youth, emphasizing the pivotal role of education and patriotism in the development of the modern state. He elaborated on Turkmenistan’s unique status of permanent neutrality and the country’s large-scale initiatives in global energy and transport diplomacy.
Special attention was given to preserving the rich cultural heritage, nurturing youth based on the national traditions of “türkmençilik,” and honoring the historical memory of ancestors.
Berdimuhamedov urged the new generation to actively master advanced technologies and innovations in order to contribute to the prosperity of the Motherland. He stressed the importance of generational continuity, family values, and hard work as the foundation of a worthy life.

I’d like to share with you today some very important and fundamental positions. They concern the development of personality, the place of young people in life, and their moral compass. I’d also like to highlight the achievements of independent, neutral Turkmenistan, define its role and mission in the modern world, and outline its goals and objectives for the future.
You, the young citizens of our country, must consolidate the results of all the previous work and implement large-scale programs for the sake of a bright future for our independent state. I am confident that you will fulfill this lofty mission with dignity!

I’d like to begin my speech with the most important thing: the concept of patriotism. Love for one’s homeland is a healthy and natural feeling, inherent in everyone. For young people, it takes on a special meaning: it is during youth that love for the Fatherland and pride in one’s country are born, and the understanding of the importance of serving it faithfully and with dignity comes.
The patriotic ideas and dreams of unity of the poet and thinker Magtymguly Fragi, reflected in the poem “The Future of Turkmenistan,” have come true today, in our happy era:
The tribes live as one family,
for which one tablecloth is spread out…
These lines contain the deepest meaning and unshakable faith in the great future of the Fatherland.
Dear youth!
The modern history of our state begins with the recognition of its independence by the international community. Over the past thirty-five years, Turkmenistan’s democratic, legal, and secular state system has been significantly strengthened. Soon, we will solemnly celebrate a glorious date—the 35th anniversary of our country’s independence. For a sovereign state, this great date marks an entire era, full of achievements of which we have every right to be proud.
Today, Turkmenistan is known worldwide as a powerful, stable, and dynamically developing state, confidently pursuing progress under the leadership of its esteemed President. The foundations of our independence and neutrality are strengthening, and our country’s international prestige is steadily growing. Our remarkable achievements and the comprehensive work we are implementing in accordance with the motto, “A homeland is a homeland only with its people! A state is a state only with its people!” serve as undeniable evidence of the greatness of our present and future.
Dear youth!
Turkmenistan’s permanent neutrality is predetermined by the very history of our courageous people. Neutrality is our greatest asset and achievement. The neutral status of our independent homeland was recognized and supported by all member states of the United Nations in 1995. This is a truly unprecedented and unique example in the system of international relations.
It’s no coincidence that I noted that neutrality is predetermined by the nation’s history itself: it is shaped by our people’s past, bequeathed by our ancestors. This was precisely what the poet and thinker Magtymguly Fragi wrote about. He not only composed poems of profound philosophical meaning but was also a brilliant diplomat who visited many countries. As an outstanding figure, Magtymguly understood that the most important things for the Turkmen were peace, good neighborliness, and friendly relations with all peoples. All of this constitutes the essence of our neutrality today.
For Turkmenistan, neutrality is a guarantee of peace, internal stability, and national unity and cohesion. The effectiveness of Turkmen neutrality is recognized worldwide, as evidenced by the adoption of three United Nations General Assembly resolutions since 1995 supporting Turkmenistan’s neutral status. Therefore, its significance is particularly high today.
By putting forward constructive initiatives, concrete proposals, and doctrines, neutral Turkmenistan acts as a champion of international peace, stability, and respectful dialogue. This is evidenced by a number of important decisions adopted by the United Nations over the past twenty years. For example, in 2007, an unprecedented event occurred in global practice: a specialized UN agency was opened in Turkmenistan. This is the Regional Center for Preventive Diplomacy for Central Asia. This is a direct consequence of the policy pursued by neutral Turkmenistan. Next year, we, along with all member states of the United Nations, will celebrate the 20th anniversary of its establishment.
It’s noteworthy that Turkmenistan’s initiatives to establish principles of trust and a culture of respectful dialogue within the international system are receiving unanimous support. Several years ago, our country launched the “Dialogue – Guarantee of Peace” initiative, which became the starting point for rethinking concepts in global politics, that is, forging a new way of thinking that embraces dialogue, opportunity, mutual understanding, and agreement, as well as the search for constructive solutions, rather than rivalry and confrontation.
The proposal to declare 2025 the “International Year of Peace and Trust” has earned the Turkmen state significant global prestige. This event, as well as the Forum dedicated to the 30th anniversary of Turkmenistan’s neutrality, have acquired international significance.
Turkmenistan’s latest achievement was the establishment of the Group of Friends of Neutrality within the United Nations, which includes dozens of countries. The initiative to establish a Mediation Chamber under the auspices of the United Nations, as well as the proposal to grant neutral and non-aligned countries priority partner status in UN peacekeeping efforts, also generated considerable interest among partner countries.
All this demonstrates the enormous potential of neutrality, and the reasons for this, I believe, are quite obvious: by its very nature and conceptual essence, neutrality relies on dialogue and peace, based on respect for the rights and legitimate interests of all states and peoples. It is precisely this position and approach, I believe, that can ensure long-term peace, stability, and progress today.
The potential of neutrality is truly enormous, and the few advantages I’ve listed are insufficient to fully realize it. Turkmenistan continues to work to deepen the theory and practice of neutrality and to develop its political and scientific foundation. A key component of this work is, of course, the training of international specialists in neutrality. In this regard, the work of the Department of Neutrality and
Peace, established within the Institute of International Relations, is noteworthy. It will actively continue its targeted work, including through fundamental scientific research. Furthermore, consultations will be held on the establishment of an Academic Center for Peace, Neutrality, and Preventive Diplomacy at the Institute. Ultimately, the goal is to establish a University of Peace and Neutrality in cooperation with the United Nations. This opens up significant prospects for your work, dear students, because neutrality is not just about politics. As a model of international cooperation, neutrality encompasses many areas of activity: economics, science and education, technology, culture, sports, information and communications, and other spheres.

When discussing our country’s foreign policy, as well as the culture of peace and dialogue, it is important to note the inexhaustible cultural and spiritual heritage of the Turkmen people. Today, in both foreign policy and domestic government activity, Turkmenistan draws on the wisdom of Azadi, Andalib, Magtymguly, Zelili, and other prominent thinkers, whose humanistic teachings are consistently put into practice.
The following example is perhaps indicative here: at our country’s initiative, the United Nations General Assembly adopted 33 resolutions, most of which are aimed at improving living standards, ensuring security, protecting health, and protecting the legitimate rights and interests of the world’s population. The humanization of international relations is a priority. But what does this process entail? First and foremost, achieving the geopolitical and economic interests of each individual state must be consistent with the Sustainable Development Goals.
In this regard, our country has been pursuing a course of action for many years to ensure food and energy security, while also advocating for environmental protection and respect for the legitimate rights of peoples and countries to an equal and fair distribution of resources. Turkmenistan has put forward policy initiatives at Rio+20, the World Water Forum in Daegu, COP-28 in Dubai, and other major forums. These initiatives call on the international community to establish human life, health, and security as the primary value of global politics.
At the 78th session of the United Nations General Assembly held in September 2023, the esteemed President launched the Caspian Environmental Initiative, and at the Energy Forum held in Vienna in April of this year, Turkmenistan called for the complete and guaranteed depoliticization of the energy sector. In this regard, our country proposes considering the development of an “Energy Code” under the auspices of the United Nations, which would reject the politicization of energy relations. Turkmenistan also calls for free, stable, and equal access to energy resources: this is the natural and legitimate right of every nation and state.
People come first. This statement captures the essence of the humanization of international relations. By providing humanitarian aid to peoples facing difficult situations, our country sets an example in pursuing such a policy. At the same time, Turkmenistan promotes scientific and medical diplomacy in the fight against dangerous viral infections, proposing specific plans and programs. Measures are also being taken to consolidate efforts to protect refugees, migrants, and stateless persons.
Our country has also put forward an initiative regarding the natural right of every person and nation to access clean water and the equitable distribution of water resources. Turkmenistan supports vulnerable regions, particularly landlocked countries. Turkmenistan is implementing effective measures in this area.
In August 2025, our country successfully hosted a very important and globally significant event – the Third United Nations Conference on Landlocked Developing Countries. The Avaza Political Declaration and the Avaza Programme of Action adopted at the Forum have become official UN documents. They enshrine fundamental norms and methods, the implementation of which is essential for ensuring the legitimate rights and needs of hundreds of millions of people living in 44 countries.
Turkmenistan, with its abundant energy reserves, has declared its readiness to put them to use by other nations through diversifying energy flows. This is truly a far-sighted and highly responsible strategy.
The ideals of humanism, high morality and justice constitute the true essence of our people.
In October 2024, a conference dedicated to the 300th anniversary of the great thinker Magtymguly Pyragy was held in Ashgabat. High-level guests who attended noted that Turkmenistan, as the successor and continuer of Magtymguly Pyragy’s ideas, is committed to the ideals of humanism.
Our poets and writers also worthily continue the great teachings of our ancestors on humanism. The Turkmen people highly revere Berdy Kerbabayev, Kerim Gurbannepesov, Gurbannazar Ezizov, Osman Odayev, and Gozel Shagulyeva. Renowned composers such as Nury Khalmamedov, Chary Nurymov, and Veli Mukhadov have significantly enhanced the glory of our homeland. All of this is our call to humanity and part of Turkmenistan’s extensive humanitarian work.
Today, we highly value the achievements of our experienced diplomats, Heroes of Turkmenistan Aksoltan Atayeva and Chinar Rustemova.

Peace, good neighborliness, and mutual respect are key aspects of our state’s foreign policy, creating favorable conditions for domestic development and successful integration into the global economy. This strategy is known as an “open door” foreign economic policy.
Transportation is a key and strategically significant area of cooperation. As part of Central Asia and the Caspian region, Turkmenistan borders the Middle East and has direct access to South Asia. Situated at the strategic crossroads of Eurasian routes, our country is prepared to leverage the advantages of its geographic location to bring together regions and continents, Asia and Europe, economically. This is a crucial cultural task: building bridges of cooperation, mutual understanding, and trust for the sake of shared prosperity. The foundation of such a large-scale integration project is Turkmenistan’s “Revival of the Great Silk Road” concept, whose implementation envisions prospects for cooperation through the creation of transport and transit corridors and key transport logistics hubs. This requires the development of a modern national infrastructure.
Turkmenistan is effectively modernizing and building new transport infrastructure, implementing major programs in this area. Our country’s transport links enable the transit and delivery of export and import cargo to Central and Western European countries via the Far and Middle East routes.
As part of the revitalization of the Trans-Caspian international transport link, effective work is being carried out with the heads of railway and maritime transport agencies to establish competitive integrated tariff rates for freight transport, including container transport.
The bulk of transit traffic consists of cargo traveling through Caspian Sea ports and Turkmenistan from Europe to countries in the Asia-Pacific region and vice versa. Our transport corridors not only ensure reliable connections with neighboring countries, but also form a vital link in global logistics, which directly impacts economic growth and strengthens international trade relations on the Eurasian continent.
In addition, construction has begun on a highway from the city of Turkmenbashi to the border of Kazakhstan, which will significantly boost regional and international transport links.
Turkmenistan is one of the countries advancing the global dialogue on sustainable transport, and has been taking effective measures in this area for many years. For example, in November 2016, Ashgabat hosted a landmark event: the first Global Conference on Sustainable Transport, which marked the beginning of a systemic international dialogue on transport and logistics connectivity. An important continuation of this work was the International Conference of Transport Ministers of Landlocked Developing Countries, held in Turkmenistan in 2022.
The Caspian Sea also deserves special attention. The adoption of the Convention on the Legal Status of the Caspian Sea has created favorable opportunities for its use as a key transit route connecting Southeast Asia with the western part of the continent via Central Asia.
In this regard, the eastern coast of the Caspian Sea is of paramount importance. With its extensive port infrastructure, our country is prepared to consider proposals for its use to accelerate and expand transit traffic along the Trans-Caspian Corridor westward.
Today, Turkmenistan is establishing itself as a global hub for transport diplomacy. In recent years alone, at our country’s initiative, the United Nations General Assembly has adopted six resolutions on transport, including the “World Sustainable Transport Day” resolution adopted in 2024, which deserves special mention. A logical step was also the adoption of the “UN Decade of Sustainable Transport 2026–2035” resolution at the 80th session of the General Assembly, initiated by Turkmenistan.
Our country will continue to work on creating a Global Atlas of Sustainable Transport Connectivity – a comprehensive analytical and information tool for monitoring the implementation of the Decade’s goals.
A key factor in the successful implementation of comprehensive cooperation plans is tapping into the energy potential of the continent’s countries as producers, consumers, and transit countries. Turkmenistan’s strategy in this area is based on fully considering the interests of participants in all three areas, diversifying supply routes, and ensuring equal access to oil, gas, and electricity.
Construction of the Turkmenistan–Afghanistan–Pakistan–India gas pipeline is currently ongoing. Once completed, the pipeline will provide decades of energy supply to two subcontinents with a combined population of approximately 2 billion and rapidly developing economies. The project will create over 12,000 jobs in Afghanistan alone.
In addition, our country has the necessary capacity to increase electricity supplies as part of the Turkmenistan–Afghanistan–Pakistan project.
Over the years of independence, our country’s industrial sector has undergone a radical transformation: entirely new industries have emerged, including textiles, chemicals, construction, and electric power. According to independent experts, Turkmenistan’s social sector is one of the best in the world. Our country’s economic and social development is based on multilateral international cooperation.
Our country currently maintains trade and economic partnerships with over 100 countries worldwide. Cooperation in the private sector is actively developing, primarily through the Union of Industrialists and Entrepreneurs of Turkmenistan. Currently, the Union has approximately 30,000 registered members.
I would like to note that foreign economic cooperation is conducted on the basis of adopted state programs and international strategies, the main one of which is the Program “Revival of a New Era of a Powerful State: National Program for the Socio-Economic Development of Turkmenistan in 2022–2052.”
In the area of investment, Turkmenistan closely cooperates with the largest authoritative global financial structures and institutions – the International Monetary Fund, the World Bank, the Asian Development Bank, the European Bank for Reconstruction and Development, and the Islamic Development Bank.
We are also working effectively on the relevant procedures for Turkmenistan’s accession to the World Trade Organization.
Turkmenistan’s international cooperation agenda in the political, economic, and humanitarian spheres spans five continents. We maintain diplomatic relations with 161 countries and participate in 55 international organizations across various fields. Turkmenistan is widely recognized globally as a reputable and responsible state.

The Akhal-Teke horse – our pride and glory – is one of the symbols of independence, sovereignty and national dignity of the Turkmen people.
Akhal-Teke horses occupy a special place in our country’s peace-loving foreign policy and cultural diplomacy. Established in 2010, the International Akhal-Teke Horse Association has earned widespread recognition in the area of professional cooperation among equestrian organizations in various countries.
The art of Akhal-Teke horse breeding and the tradition of horse decoration have been inscribed on UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity. This international recognition recognizes the Akhal-Teke horse’s special role in world culture and history.
International equestrian competitions play a vital role in promoting our country on the global stage and fostering constructive dialogue. In this regard, the Galkynyş National Equestrian Games Group, consistently achieving success in international competitions, raises the flag of Turkmenistan high.
In 2026, the year declared “Independent Neutral Turkmenistan – the homeland of purposeful heavenly horses,” major equestrian events and competitions will be held at a high level in our country and abroad.
For Turkmen youth, the Akhal-Teke horse should be not only a source of national pride, but also a model of rapid development, perfection, and devotion.

The start of a new academic year is always a crucial moment for each of you, especially for those entering higher education for the first time: a significant chapter in your life begins, one that demands responsibility, diligence, and a serious approach. The state will always provide you with comprehensive support in this regard, creating all the necessary conditions for your studies, spiritual, and cultural development. You are a generation that grew up in a world of independence. Turkmenistan has great hopes for you.
Today, we live in an era of rapidly developing new technologies and the widespread adoption of artificial intelligence. These realities determine the vector of our future development. Our main goal is to bring Turkmenistan into the ranks of industrially developed countries.
We are consistently working to create “smart” cities. I believe it is essential to begin developing a conceptual “smart society” project. The concept itself must be comprehensive and encompass all key aspects of the project. Young people, including students, should be actively involved in the project, as they can bring fresh perspectives, valuable proposals, and bold innovative approaches.
Turkmenistan will continue to consistently expand international cooperation in education and innovation to achieve cutting-edge positions in science and technology. We must strive to transform our country into a center for advanced education, idea exchange, and startup development—a space that is attractive to young people for its intellectual cooperation. I propose developing the legal and organizational conditions for the creation of international scientific and educational youth clusters in Turkmenistan in various fields. Let talented young people from other countries come to Turkmenistan to realize their creative aspirations alongside Turkmen youth. This will benefit everyone.
We in Turkmenistan will always prioritize strengthening the original national foundations of our society.
Based on this, in the next part of my speech I will share my vision on the issues of education, preservation and enrichment of the cultural and spiritual heritage of the Turkmen people, their traditions and customs.

Acquiring knowledge, creative work, and enhancing the worldwide fame of their beloved Motherland are the sacred duty of today’s fortunate youth. The esteemed President of Turkmenistan notes that educated youth are a powerful force in our country; they represent the unshakable greatness and continuity of the Turkmen nation’s statehood.
Drawing on our extensive experience in science and education, we are building a bright future, raising a generation of highly moral, patriotic, educated, and knowledgeable citizens who recognize their enormous responsibility for the fate of their homeland and people.
Following a noble tradition, at the beginning of each academic year, we open new educational institutions across the country and gift computers to schoolchildren taking their first steps into the world of knowledge. This year, we held the opening ceremony of modern educational centers: a complex of new buildings for the Turkmen State Institute of Architecture and Civil Engineering in white-marble Ashgabat, as well as the Seyitnazar Seydi Turkmen State Pedagogical Institute in Turkmenabat, the administrative center of the Lebap velayat. New secondary schools and kindergartens were also officially opened.
The series of openings of educational institutions serves as visible evidence of the economic and spiritual potential of our state, its firm confidence in the future.
My fatherly wish for you: may the path to knowledge always be bright for our happy youth and schoolchildren, and may their successes enhance the authority of our state!

The history of Turkmenistan is the glorious and magnificent past of the Turkmen people, who created ancient civilizations and built great powers whose glory resounded throughout the world. Every inch of our sacred land represents an invaluable source for scientific research and archaeological excavations. Independent, neutral Turkmenistan is the birthplace of ancient agricultural and urban cultures: the Jeitun, Anau, Margush, Dehistan, and Urgench civilizations. Independent, neutral Turkmenistan is the homeland of the Turkmen people, who for millennia have made and continue to make a tremendous contribution to the political, cultural, spiritual, and economic development of the entire world.
To love your homeland and your people, you must deeply study the glorious past: the history of the Turkmen people contains many glorious pages of which we can rightfully be proud.
Having worked for many years in various responsible positions, I have been fortunate to personally work and exchange experiences with renowned archaeologists and historians, world-renowned scientists who came to study the ancient historical monuments and centers of our homeland, as well as with their descendants.
Such eminent scholars as archaeologist and historian Raphael Pampelli, one of the first to discover the Anau culture, as well as Vadim Masson and Viktor Sarianidi, made a tremendous contribution to the development of archaeology. They made colossal efforts to popularize the centuries-old history of the Turkmen people and their worthy contribution to the treasury of human civilization.
I had the opportunity to personally participate in archaeological excavations and scientific analysis conducted with the renowned archaeologist Vadim Masson in the ancient land of Anau and in the vicinity of the Paryzdepe site. As a result of their tireless work, new and astonishing discoveries were made, which subsequently formed the basis of serious scientific research.
Raphael Pampelly’s great-grandson and other archaeologists also came to our country to visit the places where their ancestors made discoveries of global significance.
Such outstanding archaeologists as Viktor Sarianidi and Nadezhda Dubova made historical and scientific discoveries in Ancient Margiana and Merv that are of great significance for all of humanity.
Thanks to these discoveries, they gained worldwide renown. Together with such renowned archaeologists, we have implemented a number of projects to study the history of our people and our sacred land. Those who strive to glorify the Turkmen land are rewarded a hundredfold with glory and honor. This has been proudly stated many times by archaeologists who have dedicated themselves to studying the Turkmen land.
The younger generation should always know the history of our people and how it is studied scientifically.
Dear young men and women!
The Turkmen are one of the most ancient peoples in the world. The Turkmen land is a crossroads of all paths and civilizations. All of this is described in detail in my books, based on irrefutable facts.
Finds uncovered during extensive archaeological excavations reveal the ancient culture of Anau. The Seyit Djemaletdin Mosque, a magnificent work of architectural art, was also built in the city of Anau. The esteemed President’s book, “Anau: A Culture from the Depths of Millennia,” commends the glorious history of ancient Anau.
The International Organization of Turkic Culture – TURKSOY – declared the city of Anau the cultural capital of the Turkic world in 2024.
I firmly believe that our happy youth, by deeply studying the history of their homeland, will reach great heights!
Dear youth!
The national heritage, created by the wisdom of our ancestors, has stood the test of centuries and survived to this day. Proverbs and sayings, lullabies and parables eloquently testify to the richness of our history.
Every nation is known and revered by its outstanding figures. The legacy and works of our great thinkers—Muhammad Khorezmi, Abu Sagid Abulkhair, Abu Nasr al-Farabi, Abu Rayhan Biruni, Ibn Sina, Makhmud Kashgarli, Makhmud Zamakhshar, Khoja Ahmed Yasawi, Najmeddin Kubra, Alisher Navoi, Bayram Khan, Nurmuhammed Andalib, Dovletmammet Azadi, and Makhtumkuli Fragi—are a priceless treasure of human civilization.
Such works as “Oguznama”, “Gorkut ata”, “Gerogly”, “Şäsenem-Garyp”, “Zöhre-Tahyr”, “Sayatly-Hemra” constitute the inexhaustible spiritual heritage of the nation.
Dear young men and women!
The homeland and native land are sacred to every nation. In my novel, “Döwlet guşy,” I wrote: “The Turkmen land is a land of courage and bravery. The Turkmen land is a land of abundance and prosperity. This land contains the diligence, dreams, and milestones of our great ancestors.”
My fatherly advice to you: you must know the history of your homeland, your roots, be proud of them, and cherish them. Let perfection be your primary guide, for a person should always strive for it.
Turkmen young men and women should embody the most beautiful, bright, and noble moral qualities of our people. Moral purity is manifested in a person’s spiritual maturity. Each of us has every right to be proud of our national ethical standards, which awaken feelings of friendship, brotherhood, and humanism in our hearts.
Dear youth!
The historical path of the Turkmen people’s national education reaches deep into antiquity and is filled with grandeur. The foundations of science, education, culture, and art were laid during the era of the Jeitun and Anau cultures, the Kingdom of Margiana, Altyndepe, and the Khorezm civilization.
The national school of education has been refined over millennia. Colossal experience in this field of education and enlightenment was accumulated during the eras of the Parthian Empire, the Ghaznavid and Karakhanid states, the Great Seljuk Empire, the states of the Khorezmshahs, the Garagoyunly and Aqgoyunly, and the sultanates of India.
As early as the 10th century, the first centers of education—madrasas—appeared in Turkmenistan. Similar educational institutions, offering instruction in various sciences and disciplines, were also built in major cities such as Nisa, Merv, Sarakhs, Amul, Dehistan, Kunyaurgench, and Abiverd. Madrasas emphasized moral qualities such as honesty, spiritual purity, humanity, hospitality, and the ability to distinguish between what is permitted and what is forbidden.
Dear young men and women!
The most valuable legacy is education. A person’s happiness depends not only on their destiny but also on the upbringing they receive. The Turkmen people, who coined such wise sayings as “A home with children is full of life” and “Life continues in children,” have always treated the younger generation with care and reverence. Guided by the adage of our ancestors, “Wisdom has no price, education has no limit,” we pay special attention to the education of our youth. Our primary goal is for our descendants to live happily, to grow up as true patriots, respected by the people, with pure morals, courageous, and honest.
The 21st century is a time of rapid advances in technology, digital systems, and artificial intelligence. Today’s youth widely utilize digital platforms. However, any innovations should not separate us from our national identity and ancestral traditions. Medical science has proven that any hobbies and interests have a profound impact on a person’s behavior, worldview, and spiritual well-being. It is the responsibility of young people to wisely utilize the boundless digital opportunities to improve their knowledge and skills.
In Turkmen tradition, a child’s love of reading is instilled in the family. Young people should develop the habit of reading works about our glorious history and rich literary heritage. Our wise ancestors said: “Knowledge and wisdom are more precious than gold,” “Don’t say ‘I read,’ say ‘I comprehended,'” and “Those who don’t read see only what’s in front of them; those who read understand the world.”
It is important for our youth to know about the exploits of Turkmen horsemen and brave women, who, in their youth, through courage, valor, and profound wisdom, built states and governed countries. Such wise and fearless historical figures as Oguz Khan, Togrul Beg, Chagry Beg, Alp Arslan, Jalaleddin Menburun, as well as Queen Tomiris and Tyuryabek Khanum, earned fame both in their homeland and far beyond its borders while still young.
Let today’s youth, true to their roots, carefully preserve the noble qualities of our people. Remember your great past, cherish honor, maiden modesty, and youthful valor. Everything a person achieves in life—education, wisdom, ability, and craft—is fully realized through devotion to the Fatherland. After all, love for the sacred Motherland is the highest meaning of true education.
At meetings with teachers and parents, I always reiterate the most important thing: to raise patriotic youth with a broad outlook and deep intellect, rely on national traditions and norms of behavior. The unique spiritual world of the Turkmen, our cherished concept of “türkmençilik,” is a moral pinnacle that rightfully occupies a special place in the treasury of world culture. In this concept, every movement and every word are imbued with high culture and deep respect. Unity makes a nation. And at the foundation of this unity lies respect for one another—respect for elders and respect for younger ones. As the saying goes, “The foundation of etiquette is a greeting,” the first step in strengthening harmony and trust in society and between people is precisely the greeting. It is not for nothing that they say, “Salam is the name of the Almighty.” A warm greeting with pure intentions strengthens friendship and faith in one another.
Dear youth!
There is nothing more sacred and precious than the Motherland. Love for the Motherland is an inexhaustible source of human beauty and spiritual strength, a sacred covenant of our ancestors. As noted in the book “Paýhas çeşmesi”: “He who loves his father loves his Motherland,” and “The best clothing is keteni, and the best life is service to the Motherland.”
True patriots are young people who prove their love for the Fatherland not in words, but through honest work, diligence, skill, and deep respect for great historical figures.
National heroes who demonstrated fearlessness in the harsh battles for freedom and defense of their native land—such as Oguz Khan, Adibek Soltan, Jigaly Beg, Gorogly, and Jelaleddin Menburun—serve as exemplary models of courage for the current generation. Turkmen youth must never forget that every inch of our native land, forged with the sweat and toil of our ancestors, is sacred! They must always remember that their ancestors were devoted to the Fatherland, humane, fair, generous, noble, and steadfast!
The Turkmen people’s ancestral traditions of patriotism, heroism, and valor must become noble traits for today’s youth. May your courage, bravery, and indomitable spirit become a banner of love for the Motherland that proudly flutters above the world!
Dear youth!
Wise sayings such as “Above is the Creator, below is only the earth,” “Courage is proven in battle, and wisdom in counsel,” and “A hundred fainthearted men cannot replace one brave man” extol true patriotism and valor. Love for the Fatherland, fearlessness, bravery, determination, openness, energy, generosity, good nature, courage, modesty, purity, meticulousness, wisdom, and the desire to do good— the Great Creator imbued all these noble qualities in the very essence of the Turkmen. These traits are passed on to a child with their mother’s milk and by the father’s precepts.
Parental teachings about the value of one’s roots, the sacredness of the land of one’s birth, and the glorious path of one’s ancestors enrich a child’s spiritual world and broaden their horizons. Good qualities adorn a person, and good deeds enrich their life. And the more wonderful virtues a person possesses, the greater their authority, respect, and appreciation among the people.
Modesty reveals a person’s good nature, moderation reveals generosity, knowledge reveals wisdom, and loyalty reveals authority. Honesty expresses benevolence, purity of thought and diligence reveal wealth, gratitude reveals abundance, and a welcoming smile reveals friendliness.
Dear youth!
The precepts and moral principles handed down from our forefather, Oguz Khan Turkmen, are an inexhaustible spiritual source. They teach young people to live by their conscience, to be humane, devoted to their Fatherland, courageous, and capable of sincere love. Thanks to this, our centuries-old culture gains ever greater strength and value with each passing year.
Our national system of education and ethics embodies such national qualities as humanism, spiritual purity, optimism, modesty, valor, honesty, and high moral standards. Therefore, dear young men and women, always strive to follow the rules of etiquette! As the saying goes, “A man is known by his work.” And just as a tree is known by its fruit, so a person should honor themselves through honest labor and good deeds. Labor is a source of prosperity and a moral duty. You must clearly understand that through your work you make a personal contribution to the prosperity of the Fatherland. Through diligent and creative work, you will achieve recognition and deep respect among the people.
Our wise ancestors placed exceptional importance on raising children in work: “Give a girl a needle and thread, and a boy a spade.” Always remember: hard work is a person’s true wealth, a tremendous force that elevates their dignity and authority.
Turkmen youth not only glorify their homeland through creative work but are also obligated to defend it. Guarding the sacred borders of our native land and preserving the peaceful and happy life of our people is the sacred duty of every citizen of the country.
Dear young men and women!
Raising a child is a parent’s sacred duty. Giving their offspring a name in keeping with the spirit of “türkmençilik,” educating and nurturing them, and shaping their future—these are the three primary responsibilities of a parent to their child. There are popular sayings: “Raise a child from a young age, and teach them rules from the first day,” “An ill-mannered child is like an unbroken horse,” “Wisdom knows no price, but upbringing has no limits,” “A man is known by his manners, and a country by its flag,” “A child is precious, but upbringing is even more precious,” “A girl is beautiful in character, but a boy is beautiful in upbringing.”
Parents must, above all, teach their children respect and honor both elders and juniors. They must instill in them the rules of etiquette from a young age and show them the true path to a happy life. If they notice their child’s misbehavior, parents are obligated to guide them back to the right path. Parents must instill in their children a great pride for their homeland, teach them to revere it, and nurture an unfailing love for it. Parents’ instructions must not conflict with the humanistic principles of our people.
A healthy family is the foundation of a healthy society, and a healthy society is the bulwark of a healthy nation. The concept of health encompasses not only physical well-being but also spiritual maturity and moral purity. In the Turkmen family, this is of exceptional importance. The nation pays special attention to the manners, behavior, and upbringing of girls, tirelessly ensuring that they grow up with high moral principles. The proverb, “A good mother’s daughter is a role model,” reflects the special attention traditionally paid to female ethics and the upbringing of girls in the Turkmen family. Good intentions and bright dreams instilled in a daughter’s heart are life-changing. This is why every parent should be their daughter’s closest confidant. In our tradition, a girl’s honor is the honor of the entire nation. A modest, well-mannered, and cultured girl with high moral principles becomes the pride of her family and a blessing to the family she joins as a daughter-in-law. At all times in Turkmen culture, the honor and dignity of women and girls have been deeply revered.
Dear youth!
Our ancestors said, “My family is my stronghold,” “A mother is the keeper of the hearth, a father is the support of the home.” Family ties are a sacred heritage that must be cherished and preserved. Peace, harmony, and tranquility in the family are the key to the well-being of our entire society. The foundations of morality and upbringing are laid within the family.
The upbringing of the younger generation is also inextricably linked to the family. It is here that a person develops as an individual and learns to respect and love others.
In the life experience of our people, every stage of a child’s development, beginning with birth, is harmoniously intertwined with national traditions. A baby’s arrival is accompanied by special care: during the first forty days of life—the “kyrkçille” period—the child is surrounded by exceptional care and affection.
When a baby’s first tooth emerges, the family celebrates the “diş toý” holiday with great joy. This custom is a joyful celebration symbolizing the child’s confident and healthy start in life. Then, when the baby gets their first haircut, the “galpak toý” holiday is celebrated.
These celebrations are more than just holidays; they are moments when family and friends gather to wish the newborn a bright future, a long life, and a happy future. These historic, ancient traditions serve to strengthen the sanctity of family.
One of the greatest human qualities is boundless love for one’s parents. As the Turkmen proverb goes: “If your father is happy, the Almighty will bestow a blessing; if your mother is happy, the Prophet will show mercy.” Deep meaning is also contained in the traditional Turkmen expression: “My mother is my Kaaba, my father is my Qibla.”
Showing attention and care to their parents, surrounding them with warmth and affection, serving them devotedly, showing deep respect, and following their wise guidance is the absolute duty of every child. The beautiful sayings, “Gold and silver never wear out, but parents are priceless,” and “The father’s craft is the son’s heritage,” should become an unshakable life principle for our youth.
Dear students!
The development of each person’s personality and life path directly depends, first and foremost, on family and maternal affection. A mother’s heart is a great source of endless love and patience. A mother’s love for her child is the purest and most sublime feeling in the world. Mother’s milk, which plays a vital role in a child’s development, is not just food but the first sanctity, imbuing a person with honesty, conscience, and devotion to the Motherland. And a lullaby, resounding with the melody of a mother’s love, is the very first hymn to patriotism that penetrates the mind and heart of a child.
Today, every family, every mother, and every child are the focus of the state’s constant attention. Our country creates every opportunity for young citizens, demonstrating great concern for their health, physical development, and excellent education. In this regard, a high-level national roundtable, “Strengthening Exclusive Breastfeeding Support Systems,” was recently held in our capital, Ashgabat.
Dear teachers, dear youth!
Every nation raises its young generation based on national identity and cultural traditions. Parents and teachers must not leave the upbringing of youth to chance. It is essential to constantly warn young people against frivolous infatuation with alien views and false values online and to teach them to preserve moral purity and dignity. Educators must tirelessly instill in children rules of conduct and proper speech.
In this important task, the work of our compatriots who honorably bear the title of teacher is invaluable. A teacher is a holder of a respected profession, educating the younger generation, imparting knowledge, and exerting a profound influence on their future. A teacher sets the right direction for the younger generation. Therefore, a teacher must be patient, wise, gentle, and fair, treating each student with equal attention and deeply respecting their opinions.
“Respect the master, and your knowledge will increase,” “The path of the learned is always open,” “Bow to the teacher who taught you even one letter for forty days”—these folk sayings urge the younger generation to show the deepest respect for their teachers. The great thinker and poet Magtymguly Pyragy addressed his first mentor, Father Dovletmammet Azadi, with the words: “My father, my teacher.”
My grandfather, Berdimuhamed Annayev, was also a respected figure who dedicated his entire life to teaching and serving society. My grandfather not only taught children to read and write, not only imparted knowledge, but also instilled in them the skills of social propriety. He instilled in them respect not only for their elders but also for their peers.
My father, in turn, translated his thoughts about the Motherland, the people, and his ancestral land into poetry. He created many paintings of our beautiful nature. Now I’d like to read a few lines from the poem “Ata pendi,” written by my father at the age of 80:
The path of life is complicated,
But we must not make mistakes.
If parents scold us – if we make a mistake,
We must correct it without taking it too seriously.
We need parents who are advisers.
A teacher is a mentor, leaving an indelible mark on the life of each student. This is why teachers must constantly strive to expand their knowledge: meeting the demands of the times, they must master new methods and continually improve their professional skills.
Dear students!
Turkmen youth must carry love for their Fatherland, their people, and their native land throughout their lives. Love is a profound feeling of devotion to the Almighty and the Motherland. Love is a manifestation of deep pride in the past of one’s people, their happy life today, and their great future. Love the Turkmen land! The Turkmen land is your sacred land, which has given world civilization swift Turkmen horses, elegant carpets, magnificent jewelry, and dozens of ancient centers of science and culture.
Love the Turkmen people! For our people are a nation forged by centuries of harsh trials and a wealth of historical experience.
Love your Turkmen national heritage! Our national treasure is imbued with the soul of our ancestors. This heritage is the legacy of centuries-old wisdom: honesty, hard work, moral purity, selflessness, physical health, and fearlessness.
Love sports! Sports not only improve your body but also broaden your horizons. Sports are the source of strength, beauty, and health.
Dear young men and women!
Language plays a vital role in bringing peoples together, strengthening bonds of friendship and brotherhood, and exploring the rich cultural heritage of humanity. Such eminent ancient linguists as Makhmyt Kashgarly and Makhmyt Zamakhshary, with their invaluable works, ensured the unbreakable connection between science, literature, and culture among peoples. Continuing this noble path of our great ancestors is the sacred duty of Turkmen youth.
The Turkmen language is the official language! The Turkmen language is one of the world’s most ancient, rich, and melodious languages! Honor and respect our native language!
Learn foreign languages! Explore foreign literature! Knowing languages will allow you to make new friends all over the world and will invariably enhance your standing on the international stage!
Let such folk wisdoms as “He who knows the language is a wise man, he who does not know it is a fool,” “Language is the key to reason,” “Knowing the language, you can travel the whole world,” become your main guideline in life!

Throughout its history, our people have never separated themselves from science. Today, Turkmen youth are rightfully proud of the great scientific achievements and discoveries of their illustrious ancestors.
Profound transformations in modern global science are paving the way for the continuous improvement of human society.
