During an official visit by a delegation from Turkmenistan’s Ministry of Agriculture to Russia, representatives met with leadership from Rosreestr (the Russian Federal Service for State Registration, Cadastre and Cartography) and visited the Public-Law Company “Roskadastr”. The parties exchanged expertise in digitizing real estate registration and accounting systems and discussed the implementation of joint projects based on a previously signed “Roadmap”.
The Turkmen delegation was led by Govshut Shadurdyev, Deputy Head of the Land Resources Service under the Ministry of Agriculture, and Ovez Yuvshanov, Head of the Digital Technologies and Information Security Department.
Deputy Head of Rosreestr Maxim Smirnov reported that work has begun or is planned on nearly all points of the Roadmap, with concrete decisions already reached on several issues.
He thanked the Turkmen colleagues for their active participation and constructive dialogue in the project to create a state electronic land cadastre in Turkmenistan using GIS (Geographic Information System) technologies.
“The project will draw on Russia’s experience in developing the National Spatial Data System (NSDS) platform as its foundation. We are also ready to assist our partners with specialist training and professional development,” Smirnov noted.
In response, Govshut Shadurdyev highlighted that the visit resulted in specific agreements on two key areas: updating the technical specifications for Turkmenistan’s state electronic land cadastre based on GIS technologies, and continued education for Turkmen university students under programs at the Moscow State University of Geodesy and Cartography (MIIGAiK), as well as advanced training for staff through Rosreestr’s educational consortium.
The Turkmen side expressed interest in a deeper study of Russia’s experience in land cadastre and data digitization, along with expanding bilateral contacts.
As part of the program, the delegation visited “Roskadastr”, where they learned about the maintenance of Rosreestr’s information systems and the application of artificial intelligence in registration activities. Experts demonstrated the Unified Electronic Cartographic Base and the capabilities of the NSDS digital platform.
The Turkmen delegation also toured the Moscow branch of Rosreestr, gaining insights into the integration of NSDS into public and municipal services, and visited MIIGAiK, where discussions focused on joint educational programs in geoinformation technologies, including applications in agriculture.
In October 2025, during a meeting of the Intergovernmental Russian-Turkmen Commission on Economic Cooperation, Rosreestr and Turkmenistan’s Ministry of Agriculture signed the “Roadmap” for 2025–2026.
