China Energy Engineering Corporation (CEEC) is willing to fully leverage its integrated advantages across all fields and elements to contribute its wisdom and solutions to the low-carbon and green energy cooperation and development between China and Turkmenistaт, stated CEEC Vice President Xue Danfeng during his speech at the International Conference on the Development of Industry, Energy, and Construction in Turkmenistan – CIET 2025.
The speaker highlighted three promising areas for partnership development:
First, energy planning and the transition to green energy. CEEC possesses extensive experience in energy planning, green energy project development, and investment and financial cooperation across Central Asia.
“We are willing to work with Turkmenistan to conduct national energy planning research, deepen cooperation in green energy transition, and help Turkmenistan build a clean, efficient, and safe modern energy system,” Xue Danfeng noted.
Second, expand cooperation across the entire new energy industry chain, leveraging CEEC’s strengths across the entire energy and infrastructure development chain to accelerate Turkmenistan’s shift to low-carbon energy and industrial modernization.
Third, participation in upgrading Turkmenistan’s energy infrastructure to further enhance the stability of the national power system. CEEC offers core design technologies and engineering management experience in areas such as thermal power plant flexibility and environmental retrofitting, large-scale gas-steam combined cycle power generation, ultra-clean emissions, and carbon capture.
Moreover, as Xue Danfeng emphasized, CEEC already has proven experience in Central Asian projects.
A 1 GW photovoltaic project in Uzbekistan was fully connected to the grid in just one year, generating 2.4 billion kWh annually – significantly alleviating local power shortages and advancing the green energy transition.
In Kazakhstan, CEEC is implementing an 800 MW renewable energy project under a China-Kazakhstan government agreement.
In Turkmenistan, CEEC is also in close communication with the Ministry of Energy regarding cooperation on multiple energy and power projects.
CEEC’s total business volume in Central Asia exceeds $8 billion.
