Turkmenistan’s fuel and energy complex demonstrated robust growth and exceeded production targets in 2025, according to data presented at an expanded Cabinet of Ministers meeting reviewing last year’s performance.
The State News Agency (TDH) released the following key indicators for the oil and gas sector:
Upstream Production
In 2025, Turkmenistan produced over 76.5 billion cubic meters (bcm) of natural gas and 8.3 million tonnes (Mt) of crude oil.
State Concern “Türkmennebit” achieved 108.6% of its oil production target and 101.7% of its target for natural and associated gas.
Refining and Downstream
The national oil refining plan was over-fulfilled at 108.8%. Compared to 2024, the output of refined products saw significant growth:
- Petroleum Bitumen: Up 26.4% (reaching 284.6% of the planned volume).
- Diesel Fuel: Up 9.8%.
- Gasoline: Up 6.2%.
- Kerosene: Up 5.4%.
- Liquefied Petroleum Gas (LPG): Up 5.2%.
Strategic Priorities and 2026 Objectives
President Serdar Berdimuhamedov outlined several tasks for the continued modernization of the industry:
- Refinery Upgrades: Expanding the production capacities of the Turkmenbashi Complex of Oil Refineries (TCOR) and the Seydi Oil Refinery.
- Enhanced Oil Recovery: Implementing advanced technologies to boost extraction efficiency at existing fields.
- TAPI Pipeline: Accelerating the Turkmenistan–Afghanistan–Pakistan–India (TAPI) project, with a specific focus on the “Arkadagyň ak ýoly” (Serhetabat–Herat) section.
- Galkynyş Field: Maintaining the phased, large-scale development of this supergiant gas field.
- Exploration & R&D: Intensifying geological surveys for new deposits and fostering R&D through partnerships with international research centers.
Staff reshuffles
The leadership of the oil and gas sector saw a significant reshuffle. Batyr Amanov was relieved of his duties as Deputy Prime Minister for Oil and Gas.
Guvanch Agadjanov, Chairman of the State Concern “Türkmennebit” [Turkmen Oil], has been appointed simultaneously as the new Deputy Chairman of the Cabinet of Ministers overseeing the oil and gas sector.
Ashyrguly Begliyev, Advisor to the President on Oil and Gas Issues, has officially retired. /// nCa, 14 February 2026
