
In October 2025, Turkmenistan adopted the “Concept for the Development of the Digital Economy for 2026–2028.” This strategic framework aims to modernize the nation’s legal base, advance the “E-Government” system, and foster growth in digital education, science, medicine, and fintech. The plan emphasizes upgrading data transmission networks, strengthening international cooperation, and attracting foreign investment, all while aligning with global standards and national interests.
To operationalize these goals, the government approved the State Program for the Development of the Digital Economy in January 2026. Together, these documents serve as a roadmap for the practical implementation of artificial intelligence (AI), the advancement of high-tech solutions, and specialized personnel training.
According to a commentary by the state news agency TDH, key priorities include expanding high-speed internet access to all settlements, modernizing telecommunications infrastructure, and establishing state-of-the-art data centers. While 4G and 5G networks are being rolled out nationwide, 5G is already fully operational within the Arkadag Smart City.
A cornerstone of the Concept is the establishment of a “National Digital Innovation Park.” This public-private partnership (PPP) project is designed to stimulate digital entrepreneurship by supporting private software and hardware developers.
Parallel efforts are focused on the “E-Government” portal, which currently provides over 500 services. The upcoming launch of a dedicated center for the registration and verification of digital signatures will streamline interactions between citizens, government agencies, and private entities, further diversifying the digital service ecosystem.
Turkmenistan is set to embrace cutting-edge technologies, including blockchain, cloud computing, and the Internet of Things (IoT). Central to this mission is the development of a National AI Strategy and the creation of a National AI Development Center. These initiatives will support AI-driven research, foster international partnerships, and provide funding and material resources for startups and specialist training.
Additionally, a National E-commerce Platform will be deployed to integrate various enterprises into a unified electronic accounting system, facilitating a higher volume of business transactions and driving overall economic growth.
The 2026–2028 Concept outlines targeted digital transformations across key industries:
Transport & Logistics: Development of digital platforms for supply chain and logistics management, platforms for vehicle management and traffic, the development of electronic customs procedures and interactive services to speed up the passage of trucks across the border.
Oil & Gas: Implementation of a centralized data collection and operational dispatch management system at production facilities, installation of a modern SCADA system. Digital monitoring will be applied to pipelines, wells, and fields.
Agriculture: Deployment of remote sensing and GIS analysis for yield forecasting. Initiatives include “smart” water metering, automated irrigation, and digital support services for farmers.
Healthcare: Along with the formation of production complexes, it is planned to introduce digital information models for construction projects.
The program also emphasizes digital literacy, introducing AI-enhanced teaching methods in schools and universities, and hosting innovation forums to empower the next generation of engineers and tech talent. ///nCa, 19 February 2026
