Turkmenistan’s foreign policy in 2025 was marked by high-intensity diplomatic engagement, a significantly expanded legal framework, and proactive collaboration with international organizations. These findings were presented by Deputy Prime Minister and Minister of Foreign Affairs, Rashid Meredov, during an expanded Cabinet of Ministers meeting on 13 February 2026.
High-Level State and Government Visits
The year was defined by a robust schedule of summit-level diplomacy:
- The President of Turkmenistan conducted 15 foreign visits, including missions to Mongolia, China, Tajikistan, Italy, the USA (twice), Uzbekistan (twice), Kazakhstan (three times), Japan (twice), and Russia (twice).
- The National Leader of the Turkmen People made 9 foreign visits, traveling to Monaco, Kazakhstan, Kyrgyzstan, Uzbekistan, France, Tatarstan (RF), Azerbaijan (twice), and Afghanistan.
- Inbound Diplomacy: Turkmenistan hosted 31 visits from foreign Heads of State and Government.
Diplomatic Engagement and Delegations
Turkmenistan welcomed 936 foreign delegations, while sending 1,303 domestic delegations abroad.
A total of 2,794 official meetings were held with foreign representatives and international organizations within the country, supplemented by 573 virtual summits.
The nation’s international legal foundation was strengthened by the signing of 264 new bilateral and multilateral documents.
14 Intergovernmental Commission meetings were convened to bolster cross-border economic ties.
International Organizations
Turkmenistan hosted an unprecedented number of high-ranking international officials, including the UN Secretary-General, as well as the Secretaries-General of the OSCE, SCO, ECO, OTS, TURKSOY, and CICA, along with the Director-General of ICESCO.
A cornerstone of the year’s agenda was the “International Year of Peace and Trust,” a UN-recognized initiative proposed by Turkmenistan, which saw the realization of nearly 100 dedicated events. The diplomatic year culminated in the International Forum in Ashgabat on December 12, celebrating the 30th Anniversary of Turkmenistan’s Permanent Neutrality. This high-level forum was attended by numerous Heads of State and leaders of global organizations.
Parliamentary Diplomacy
The Mejlis of Turkmenistan played a pivotal role in advancing the nation’s legislative foreign policy:
- The Parliament accepted credentials from 13 newly appointed foreign ambassadors.
- 60 meetings were conducted with representatives of foreign parliaments and diplomatic missions.
- Deputies undertook 46 official missions abroad to study international legislative best practices.
