On 11 February 2026, in Berlin, Deputy Minister of Foreign Affairs of Turkmenistan Akhmet Gurbanov took part in a meeting between the Federal Minister of Foreign Affairs of Germany and the heads of foreign ministries of Central Asian countries.
The main topics of the talks were the development of cooperation in the energy sector, issues of regional partnership and others, the Ministry of Foreign Affairs of Turkmenistan reports.
During his remarks at the plenary session, Gurbanov noted the importance of strengthening the strategic dialogue between the countries of the region and Germany, and also expressed gratitude to the German side for the high level of organization of the meeting.
It was emphasized that the cooperation between the Central Asian States and Germany is consistent and constructive. However, deputy foreign minister of Turkmenistan highlighted the urgency of elevating this partnership to a qualitatively new level—one that fully reflects the vast combined potential of all parties.
A central theme was regional security, with a call to deepen political and diplomatic ties to ensure stability and predictability across Central Asia and its neighboring regions.
In the economic part, it was emphasized that cooperation with Germany has significant potential. Among the priority areas are transport and logistics, energy, industrial production, chemical industry, mechanical engineering, medicine and pharmaceuticals, agro-industrial sector, water management complex, as well as information technology and artificial intelligence solutions. The prospects of creating joint ventures, service and educational centers in the countries of the region were noted.
In the context of the climate agenda, Turkmenistan highly appreciated Germany’s role in promoting environmental initiatives, noting the contribution of the German Society for International Cooperation (GIZ) to the implementation of relevant projects.
The importance of the humanitarian dimension of partnership, including the development of cultural, educational, scientific and sports ties, was also underscored.
The meeting participants emphasized that the Central Asian countries are important partners of Germany in a number of areas, including energy, resource supply and climate policy.
Following the meeting, the Berlin Ministerial Declaration was adopted, covering a wide range of areas of multilateral cooperation and designed to give an additional impetus to the development of the Central Asia–Germany format.
Meeting with German business
At the end of the plenary session, Ahmet Gurbanov also took part in a joint meeting of the Foreign Ministers of Germany and Central Asian countries with representatives of the German business community.
The Turkmen delegation highlighted the long-term positive experience of cooperation with German companies and financial institutions.
Special appreciation was expressed to the Eastern Committee of the German Economy for the systematic work on the development of business relations, including the organization of the “Days of the Economy of Turkmenistan” in Frankfurt am Main in October 2025.
Transport and logistics, modernization of the railway infrastructure, development of the International Seaport of Turkmenbashi and the participation of German companies in the formation of the East-West transit corridors and the Middle Route between Asia and Europe are among the priority areas.
Promising areas of cooperation are energy, including hydrogen projects and green transformation, the chemical industry, textiles, agriculture, the water sector, information technology and artificial intelligence.
Special attention was paid to cooperation in the financial and banking sector, as well as successful partnership in the field of healthcare.
Turkmenistan affirmed its readiness to bolster engagement with German enterprises, seeking to strengthen ties both through bilateral channels and within the broader Central Asia–Germany framework.
Meeting with the Federal President
On February 11, 2026, Deputy Minister of Foreign Affairs of Turkmenistan Ahmet Gurbanov took part in a joint meeting with Federal President of the Federal Republic of Germany Frank-Walter Steinmeier.
During the meeting, the sides confirmed the progressive development of Turkmen-German relations and stressed the importance of further strengthening cooperation within the framework of the Central Asia–Germany format, as well as interaction on international platforms, primarily within the framework of the United Nations and the Organization for Security and Co-operation in Europe.
The interest in expanding partnership in the fields of transport, energy, green transformation, education and healthcare was noted.
At the end of the meeting, the parties confirmed their readiness to further expand the mutually beneficial partnership.
Meeting at the Federal Ministry of Foreign Affairs of Germany
The same day, Gurbanov also met with the Director of the Political Department of the Federal Ministry of Foreign Affairs of Germany, Mr. Dominik Mutter. The parties discussed a wide range of issues of bilateral cooperation in political, diplomatic, trade, economic, cultural and humanitarian spheres.
Meeting in the Bundestag
On the same day in Berlin, the Deputy Minister of Foreign Affairs of Turkmenistan took part in a joint meeting between Chairman of the Committee on Foreign Affairs of the German Bundestag Armin Laschet and delegations of foreign ministries of Central Asian countries.
The parties highly appreciated the dynamics of interparliamentary cooperation. The importance of further strengthening contacts between the Mejlis of Turkmenistan and the Bundestag of Germany, as well as activating the work of relevant parliamentary friendship groups, was emphasized. Turkmen delegation proposed to organize regular meetings of the heads and representatives of the parliaments of the two countries.
During the conversation, active cooperation between Turkmenistan and Germany in the international arena was also noted, primarily within the framework of the UN and the OSCE.
Gurbanov invited Armin Laschet and members of the German delegation to visit Turkmenistan at their convenience. At the end of the meeting, they confirmed their mutual readiness to further deepen beneficial partnership across the entire range of areas. ///nCa, 12 February 2026
