Turkmenistan has launched a large-scale international initiative, reinforcing its status as a key player in global diplomacy. During a recent meeting of the Cabinet of Ministers, Deputy Prime Minister and Foreign Minister Rashid Meredov presented a detailed Action Plan for 2026, aimed at preparing for the 2028 Year of International Law.
The proposal to declare 2028 the Year of International Law was first introduced by President Serdar Berdimuhamedov during the 80th session of the UN General Assembly. This initiative is a cornerstone of the country’s foreign policy, rooted in the principles of permanent neutrality and constructive dialogue.
To realize this vision, a comprehensive draft plan has been developed in coordination with relevant government agencies.
The plan presented by the Foreign Minister spans diplomatic, ideological, and educational pillars:
- The Diplomatic Track: Turkmenistan will designate the UN Office of Legal Affairs as its primary partner. A draft resolution is expected to be submitted to the UN General Assembly in the near future.
- Ideological Foundation: Development is underway for a national concept titled “International Law and the Neutrality of Turkmenistan,” designed to align the country’s unique status with global legal norms.
- Academic and Practical Platform: A series of conferences, forums, and briefings are scheduled throughout the year, both within Turkmenistan and at international venues.
The initiative is expected to have a synergistic effect on the development of new legal specialists and the enhancement of public legal literacy. Specialized classes on international law and UN activities will be held in universities and schools, featuring both national and international experts. New textbooks and methodological manuals will be developed and promoted through national media. Research paper and essay competitions will be organized to identify and support talented young legal scholars.
To raise public awareness, a dedicated section will be launched on the official website of the Ministry of Foreign Affairs of Turkmenistan. This portal will serve as a centralized information hub for all activities related to the Year of International Law.
Endorsing the plan, President Serdar Berdimuhamedov emphasized that Turkmenistan’s initiative represents a “vital step toward strengthening the international legal foundations of peace and cooperation.”///nCa, 2 February 2026
