For the health care plan to assign the IRS to collect a "tax" to a citizen because the citizen does not participate in a service is, by definition (penalty for a dereliction), is disingenuous. A tax is collect money for a service or support of it. If a person does not have health care, the IRS cannot a tax on a service that a person does not have. . . .
