Protocol on bilateral consultations between Foreign Offices of Turkmenistan and Afghanistan

Protocol on bilateral consultations between Ministry of foreign affaires of Turkmenistan and Ministry of foreign affaires of Islamic Republic of Afghanistan
The Ministry of foreign affaires of Turkmenistan and Ministry of foreign affaires of Islamic Republic of Afghanistan, referred to as the Parties, desiring to strengthen and develop the traditional relations of friendship and mutual understanding, on the ground of the principles and purposes of UN Charter; considering the usefulness of different level consultations and exchange of opinions about the bilateral relations, regional and international problems of mutual interest; reasoning from mutual interest in expansion of cooperation between two countries in different spheres, have agreed as follows:
Article 1
The Parties will regularly hold the negotiations and consultations between the ministers of foreign affaires and on other levels on issues of bilateral relations and on international problems of mutual interest.
Article 2
In the case of necessity the Parities will hold the consultations concerning the problems of mutual interest arising in the framework of UN activity and other international organizations, as well as in the period of arrangement of other international forums.
Article 3
The meetings of ministers of foreign affaires of the Parties and other authorized officials will be held by turns in Ashgabat and in Kabul not les than once a year. The consultations of heads of sub-structural departments will take place with the same regularity.
The expert or working groups can be established for consideration of concrete issues.
Article 4
The Parties will determine subjects, agenda, the dates and place of conduct of consultations and negotiations in advance by diplomatic channels.
Article 5
The implementation of regulations of the present Protocol do not affect other agreements and treaties between the Parties.
Article 6
The information about the results of consultations are not subject to divulgence, if the Parties have no other agreement.
Article 7
The disputes between the Parties concerning the application and interpretation of the regulations of the Present Agreement will be solved by means of consultations and negotiations.
Article 8
On mutual consent of the Parties the present Protocol can be amended. The amendments are fixed in separate protocols, which would the essential part of the present Protocol.
Article 9
The present Protocol will come into force from the date of signing and have been concluded for the period of five years. The Protocol will be automatically renewed for the next five year, unless either of the Parties gives a written notice to the other Party, at least six months before the expiration of this Agreement, of its intention to denounce.
Article 10
The present Agreement has been done in Ashgabat city on July 5, 2007, corresponding to 14 Saratan 1386 of sun hijra in two original copies, both in Turkmen and Dari languages, all texts are being equally authentic.
